To me it looks like one of those early Model Bs. Maybe a Type Mach B.

EDIT: Upon further inspection, definitely a Model B of sorts.
Owner of an MS-390 and some homemade sirens. Also the owner of many vintage and antique electric motors.

That's a 2nd Generation Federal Electric Type Mach. B, dates are kinda obscured but I'd estimate from around 1920-1923. Here's what they look like up close:
