Sounds like a whelen series. Seems to be rotating too so it's much likely a vortex of 400x series.

if you listen carefully you can hear a skip while it winds down, which makes it sound like a whelen's "cut off" but then it continues to wind down and gets cut off again

It doesn't soun like it's rotating to me, and it sounds electro-mechanical. Could it be an ACA Screamer?
