It is located on top of the village hall in Clarksville, Ohio.
Echoing Tyler's post and more specifically, it's an early production Federal Electric Type B, with the one-piece cast stator and intake featuring the two rows of ports. Looks like it's in fairly good shape for its age too.

It would be weird if you have never heard the rising and falling of a siren before. This was the first electric siren on the American market as far as I know. Steam whistles rise and fall in pitch, but not like one of these high-pitched sirens.
