Wow, it definitely sounds very healthy! Is it 3t22B (single phase)? It looks pretty low-mounted as well.

The windup is slow and it does'nt reach full rpm I think they need to take it back apart and tweak it more.....

They need to back the brush holders out a little. With the way it's set now, it'll eat up those brushes a lot faster than it normally would.
