I don't think they're sirens as they're awfully close to one another. Then again they do look like sirens. :?

They appear to just be outdoor speakers. The music playing in the video, I think, is coming from them.

I would agree with the speaker theory.

Reason behind this:
At the very end of the video, it sounds as if they start to play a musical tone that makes it sound very much like classic Asian music.

Again, my opinion.

It's either a bunch of speakers or intricately controlled sirens. Speakers are more obvious since it's music, but it could be a bunch of sirens... think about it, each horn is a different note or something and they all are turned on and off or the pitch is changed.
If at first you don't succeed, destroy all evidence indicating that you tried.

Let's think realistically. Why would they put sirens that close together. They are either light posts or speakers or speakers on light posts.

The show is called Song Of The Sirens.
I can't tell if they are mechanical or not.
I searched Trafalgar Festival and came up with this.

From the wording on the company's site that does the
show it sounds like they are mechanical. It says....

"Mecanique Vivante, run by Franz Clochard, has invented and built
around the rotative siren, several devices producing and interpreting
musical melodies."

All the rest of the site is in French. Pretty cool deal if they are mechanical
sirens.
There are links to 2 videos at the bottom of the page. I have no idea
how the things work but they are obviously sirens by the way they sound.
About half way through the number 2 video a guy is talking about the towns usual first wednesday siren test.
Dad, what does that CD mean on that big yellow horn? Well son, I believe it stands for Cyclone Device......
