You would want a minimum 20HP VFD drive or phase convertor. Ronk makes a phase convertor for sirens:

It's an HOR siren, the motor cover is a dead giveaway. Probably a Type D or #2 as listed in the document.

Looks like an antenna. Thats a model that was made by Digitex in the late 80s. Works on the same principles as the Modulator. Its quite common in Silesia region. Where did you get this from? It's been done numerous times. There's an STH-10 mounted upside down, a pair of first gen Federal Type Mach. Bs, a Sireno vertical, and a few others come to mind. That STH-10 is/was at Smith & Edwards in Ogden, UT, which is a sports/fishing warehouse. Not a permanent installation, unfortunately.

As far as I know, we don't have a lot of documentation that provides more than broad dates for these older Federals, but I can say it predates 1955. My best suggestion is to look for documents from the town, or newspaper articles, referencing it's installation. Can you closer pictures of the siren, ...

There are automatic timers with adjustable cycle lengths available online. To keep everything compact, find one rated for the load you are controlling. At 120VAC, I recommend 2A or greater.
