The siren at the beginning sounds like a Sentry 40v2t. Although I don't remember the 40v2t rotating. But I know it's not a Sentry.

I've seen a 1000 and 2 1000Ts in Springfield. I've already contacted the city and the Office of Emergency Management. It's all up to the city at this point. I still have a few more contacts to talk to.

Sadly, you might be right but looking at the positives, it may be sitting at the city lot rusting away. Btw, by city administrator is the same thing as City of Springfield Operator? Just making sure we are on the same page.
