If it is a siren, I have to agree with nvanw27, if it is a siren it would have to be horizontal. A Champion (or maybe an old Sirenco?) is about the only thing that could fit. That's an awfully new looking pole for something like that, and three phase seems excessive for such a small siren. Agreeing(?) with the skepticism part there, the enclosure seems a bit too far to one side to house a siren (unless it's single tone or something along the lines of that).
