I think the decision to test yearly was a good one, here's my reasoning...
Our sirens here test weekly. In my mind, that is almost pushing it. I've heard from numerous residents that they don't take the sirens seriously anymore because they hear them every week, and most of the time it is a test. With that being said, the yearly tests are enough to thoroughly test the system, without causing a mass panic of a possible nuclear meltdown. Since the test only happens every 365 days, most news stations in the area will have a story on the test, and will have breaking news when it is about to happen.
