Screamer or not?

Found this in the UK, at a dockyard. It's been a major source of controversy on the UK siren map thread, so I thought I'd come here to see if anyone would be able to identify if it's a screamer or an air vent.

that is for sure a screamer, because well, who would color an air vent CD yellow?
I love insulators and I own alot of them!! Looking to purchase a siren sometime soon perhaps..

That's 153.92% a screamer. Looks to be an S10?
Ripe old age of 26. I'm quite fond of alcohol and telephone relays.
