Sounds to me that it's a matter of the refinery not activating the sirens in a timely manner, not an innate problem with the sirens themselves. :roll:

The article says residents indicated that one siren never sounded.

It is evident that some sirens did sound. You can hear them starting at the 0:33 mark in this video: http://www.youtube.com/watch?v=jkaKPAys0w4

Another siren can be heard starting around 2:52.

I know exactly where that Cyclone sits. I pass by it frequently when at work it's one of two that I know of in the Richmond Martinez area....
